Doggy Bags for ALL

So I just took my dogs for their first California "walk" if you know what I mean. My need for companionship outweighs my desire to pick up hot fecal matter off the ground.
So my question is this, in a state that's supposed to be "greener" than any other state, why do they make people follow their dogs around with little green plastic bags. The dogs waste acts like fertilizer and the green plastic bags (in fact ALL plastics) are made from PETROLEUM based products. In other words the same PETRO that is used to make fuel and other energy. The state of California is throwing fuel in the garbage, so to speak. And don't say that it's made from recycled plastic, because that is even worse.
Folow me on this, Penn and Tellers episode about recycled products was WRONG! The glass and paper indusrties have improved their technologies to make the process more efficient, but guess who won't improve their technology so we keep throwing money at them. If you said the NPRA
( National Petroleum Refiners of America) than you guessed correct. I even spoke to these chemical engineers when they came to San Antonio this year for their Texas stop on their world tour of conventions. They have been coming to San Antonio for the past 22 years in a row, every late March and April, and every single one that I posed this question had the infamous smirk and "NO Comment" speech. Why then does the great state of California mandate a chicken in every pot and green bags on every corner? It doesn't make sense to me, can any local Californians weigh in on this, I really would like to hear everyone's take on this. Maybe it's just me, maybe I should go back to work 'cause I have WAY too much time on my hands to be thinking about this sort of thing.

P.S. A certain profit record breaking company that I won't mention, ahem ,spent $30,000 in one night entertaining and $20,000 two nights later. Just wanted you all to know where your hard earned money is going.

Well you have really great points and you are using platics to remove waste matter from the so little green grounds that California has. You wont find this in the country areas of California just the cities and I have figured out why. Where are the kids going to play? the only green grass is covered in dog poo cause we can't walk our dogs on a sidewalk now can we? lol The little plastic bags helps parents think the the pee and slip goo from the potty portion makes it safer for their kids to play then they have these purple pipes coming out from everywhere near parks where kids play... recycled waste water. Go figure! Purple pipes and plastic bags making our kids safe in our environment here in Cali! haha suggesting paper recycled bags and a cute shovel!

After researching this a little more, I have discovered most of the bags are made from recycled plastics and is biodegradeable plastic (huh?). who knew? And after looking for a place near downtown with a yard there are none. You have to walk your dog and follow them around with the little bags, so I get it now. There is a limited amount of space for our pooches, but the cities and beaches put up off the leashe dogparks so we are all getting used to it.
