Those are just wallpapers. There are Gears of War 2 custom themes for Windows 7, but nothing for Gears 3 yet. None of the Gears 2 are official themes from Microsoft or Epic, but they are usually made up of sound bites from the game, concept art for wallpapers, and custom icons.
I'm sure when Gears 3 comes out, someone will make a Windows 7 theme for it. Until then, enjoy the one that I use here (http://download.microsoft.com/download/4/B/5/4B5190AB-C7A1-4F5C-BC97-D85A45E22ADD/Gears%202.themepack).
