I believe this card
Hauppauge WinTV-PVR 500 MCE was pretty good when I used it. You going to have to use a third party software to get it working in xp because this card was really for MCE2k5 but once you do it the picture quality is excellent. Another decent one is ATI Wonder Elite Pro with has the Theater 550 PRO chip recorded pretty good too.

If you're looking for an external one, Dazzle 150 is really nice, but it's a lil pricey. I have a Dazzle 90 and it gives pretty good quality if you use it right.

yeh, anything off newegg.com is better because of great prices there
I second cid's comment, I have a hippauge USB2 TV Tuner and its a really nice unit. Sadly doesn't work with vista, but otherwise a great deivce. Also the ATI TV Wonder PCI I have for another machine works pretty well, but i'd suggest hippauge.
