Cant Open PDF file

hey guys H2o buddy told me 2 open the pdf file that RIP put but some how i cant open it these are the reasons that it says that i cant open the file.
1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

Most of the time you must have Adobe to read PDF, you might need H20 priveleges on the forums so... yeah.

Yea, i'm not sure why its not working properly, it really should, i've double checked the download attachment permissions so I don't understand whats wrong. I will put a second link to a remote host or something. And i'll put this in tech

Yeah its working for me but not newer people without H2o rights and all. A couple days ago it didnt work thought because i would click on it and a new window would come up with me logge off. So i dunno.
