Okay, so I have Dazzle DVC 100 and Sony Vegas. Every time I open Sony Vegas it says that Dazzle DVC 100 cannot be used and to make sure it is not in use with another program.

problem is... it's not in use with another program. Why is this happening and how can I fix it?

It honestly just does when trying to capture with the program. The best way to go about it is to use the Pinnacle Instant DVD Recorder and just take the file over to Vegas after the capture. (It will be the biggest file)

1) Select Source
Dazzle DVC 100

2) Select Burner
Hard Disk Folder

3) Select Menu Style
No

4) Recording
15 minutes - Best

I usually start up a Halo 3 film and pause where I want to start recording, hit "Start Recording" and wait until it says "burning in progress" then start play the film.
