youtube.com
thats your best bet, to learn from tutorials and just press random buttons aswell as thats exactly how i learnt how to use PS7 and also GIMP and in no time i was making sigs and graphics.
But depending on what PS your using i can try to help you out as best as i can.

It depends on what you want to learn?!
There's a DVD Series called Video 2 Brain in Germany, i don't know if they're available in english.
There are lot's of good books abailable and a lot of tutorial-sites also.
What do you want to make with PS? Tell me and i can name you some good books.

I bought the Tutorials from http://www.photoshoptopsecret.com/ and found them super easy to use and follow. Doesnt Matter if your a Mac user like myself or a PC user this guy explains everything in very easy to follow ways :). He even includes all the matterials he used in each video so that you can use them to try and recreate them in your own way. Its how I learned how to do the the "Dream the Impossible" (check my gallery to see it) poster I made up :).
I would sugest seeing if you can pickup a copy from somewhere and try them out. I think they are worth Every Penny.

You're absolutely right... photoshoptopsecret ist awsome... no doubt... but i think you have to know the basics before u learn this advanced techniques.
They are to special to use them in your own way if you can't understand why ps-tools do what they do...

Go to deviantart.com and search for signature(or sig) tutorials. There's tons of gfx sites that have a bunch of tutorials.
GuildInn (http://www.guildinn.com/forum/beginners/)
BlackSunGFX (http://www.blacksungfx.com/index.php?option=com_smf&Itemid=30&board=54.0)(you'll have to sign up to view tutorials)
Delta-Visions (http://www.delta-visions.net/forums/index.php?showforum=82)
TheBoomsGfx (http://theboomsgfx.ipbfree.com/index.php?showforum=6)
All good sites for tutorials, learned all I know from these sites.
