Interesting smudging, 10-13px hard brush with scatter? :)
Once again, your colors are a bit over contrasted, try choosing a common color in the tag such as the blue, create a new layer and fill it with that blue color. Set that new layer to Soft-Light. See if that helps with the over contrasting :) Keep up the good work.
