I would like to learn how to make a Sig for my gamertag so I can rock My H2o.

try to get photoshop, THEN google some tutorials for it.
just mess around with it and self teach.

You may also try Adobe's Fireworks CSx, Microsoft Expression Studio or Corel Draw X4. But professional graphic designers / experts generally prefer Adobe Photoshop CS3 Extended along with Adobe's Light Room.
