So this thread is basically to inform all my brothers and sisters of the clan that Im having internet problems, I have the modem from hell that turns on and off when ever it feels like it, which causes me to lag out in the middle of matches. At first we (Time Warner and I ) thought it was the modem so I went to go pick up a new one, just to have it go crazy like the first one, so heres the problem, I finally talked to one of the techs that came to my house to tame the wild modem, and he said that TimeWarner isnt recommended for on-line gaming cause its constantly switching IP addresses, that I need some thing with a static IP address.... I DIDNT HAVE THIS PROBLEM TILL NOW!!!!, and I've had there service for 2 years straight. So on this Friday I will be switching over to DSL, I have several friends with SBC and they like it hopefully it will work out for me, again sorry about lagging out of the rooms and I will be seeing you all on friday, Ill still have internet access so Ill be on there forums and still be able to play online, thank you for reading this and take care.

Just an FYI, that tech is full of it. I've never seen an ISP that will lease your IP address to you for less then 15 days, and even then it will change once and then wait for 15 days. You can see your lease time on your routers status page, or if you don't have one on your network card status page. It is likely that the problems you experienced had to do with water in a splitter, faulty equipment somewhere past the modem, or low signal strength (if your TV was still functioning while your internet was not). I would use something like http://www.speakeasy.net/speedtest/ to test your connection before you get rid of it, just to see what your actual throughput is. With cable you should get between 10,000-20,000 on the download test, and 1000-2000 on the upload.
I had almost the exact same problem and it ended up being a faulty piece on the box at my telephone pole. Whenever the temperature changed too drastically it would cause my modem to fail for anywhere between 30 seconds and 2 days. While your problem might not have been the same, it's very likely something similar, and something on their end if you've replaced the modem already.
I just thought I would chime in to toss out some info/tips. Regardless, you're switching already so enjoy the new DSL. =)

The tech did not know what he was talking about. Dynamic verses static DHCP addressing is irrelevant to gaming. The only need for a static IP is for running a webserver and thats most likely against your TOS. It is a problem with the wiring most likely. Cables can split and get waterlogged underground.
