Can one still join?

I have been playing for a while and have been part of a few guilds. But it seems like no one ever want to quest or help out in anyway. That kinda seems to contradict the purpose of the guild. I know its not my attitude cause I'm online to have fun. so I always got a great attitude. i must just be picking the wrong guilds. Anyways just curious about enrollment
