Ok I hear these rules
a PMS can only have 3 h2o's in her life time and they can have up to 2 at a time
and an h2o cannot leave a PMS w/o their consent and an h2o cannot ask to be ones h2o
and and h2o can "belong" to only 1 pms at a time is this ALL true? im hoping the last 1 is not please help

Yes, under our current rule set those are all correct statements.
Also please note you don't have to be a PMS girl's H2O. It is not a requirement to become an H2O anymore.

Yes it does. You get a blue name and official title when your PMS girl reports to her leader her choosing of you as her H2O and then that leader reports that to us.

Yes, thats the only way you will be her official H2O and use the H2O tag.

What about Gamertags? After becoming a true H2O member and going through the recruitment process are we allowed to change our gamertag to include H2O? Or must we wait until a PMS chooses us?

Having a PMS girl is absolutely not a requirement for joining of H2O Clan. It is an alternative. Joining due to a PMS girl typically is for the casual gamer who is really close to that PMS girl who wants to be part of the community, not the rigors of a division. Remember you do not ask to be picked and you may not pressure a girl into picking you.
If you make it through recruitment through a division and go to orientation and your leader lets you know you have made it past recruitment, you become an official clan member reguardless if you have a PMS girl or not.

Okay, that makes sense.
Long story short: No. You can wear the H2O tag once you become a full member.
